Tropical Depression 4 forms off of Africa
August 21, 2006 - 8:24 PM UTC (subtract 4 hours for EDT)

While it may be a long way away, it looks like Tropical Depression 4 has formed off of the African coast. NHC has yet to officially declare it, but look for them to do so in a half hour. You heard it here first. More to follow.
